Utilities routinely run software selections where the shortlist mixes three different product categories. Getting the category wrong produces the classic outcome: a signed platform contract, a launched program, and almost no enrolled devices.

Many utilities get further by contracting an aggregator for the first one or two seasons to prove program demand and gather real performance data, then bringing the platform in-house once enrollment volume justifies owning the customer relationship and the integration burden.
