Virtual Power Plants in ERCOT
Electric Reliability Council of Texas
ERCOT's market gives flexible loads and distributed assets several ways to support grid reliability. These include Load Resource participation, Emergency Response Service, voluntary demand response, and the Aggregate Distributed Energy Resource pilot.
How flexibility reaches ERCOT
The ADER pilot tests how groups of distribution-connected premises or devices can operate as a single dispatchable resource. Participation began in 2023 and has continued to evolve through additional phases, operating models, and limits set through ERCOT and Public Utility Commission of Texas processes.
ERCOT is not subject to FERC Order No. 2222 and uses its own Texas market rules. Buyers should separate ADER participation from Load Resource, Emergency Response Service, retail demand-response, and bilateral flexibility products because eligibility, telemetry, dispatch, and settlement requirements differ.
What buyers should compare
Choose the right pathway
Ask whether the proposed resource will participate as an ADER, Load Resource, ERS resource, retail program, or another arrangement. The label 'VPP' alone does not define the market product.
QSE and telemetry readiness
Wholesale participation may require a Qualified Scheduling Entity, validated premise data, telemetry, controls, and the ability to follow ERCOT instructions within the applicable model.
Avoid double counting
Confirm whether the same premises are enrolled in utility load-management, ERS, or other programs and whether simultaneous participation is permitted for the proposed service.

ERCOT VPP questions
What is an ADER in ERCOT?
An Aggregate Distributed Energy Resource combines multiple distribution-connected premises or devices so the aggregation can respond to ERCOT dispatch instructions under the pilot's participation rules.
Does FERC Order No. 2222 apply to ERCOT?
No. FERC's Order No. 2222 explainer states that it does not apply in the ERCOT area. ERCOT and the Public Utility Commission of Texas govern the relevant Texas participation pathways.
Is the capacity shown here available at my Texas site?
Not necessarily. The displayed number is each matching provider's published portfolio capacity. Availability depends on the site's utility territory, asset configuration, market pathway, and current provider enrollment capacity.
Need qualified capacity in ERCOT?
