How flexibility reaches ERCOT
The ADER pilot tests how groups of distribution-connected premises or devices can operate as a single dispatchable resource. Participation began in 2023 and has continued to evolve through additional phases, operating models, and limits set through ERCOT and Public Utility Commission of Texas processes.
ERCOT is not subject to FERC Order No. 2222 and uses its own Texas market rules. Buyers should separate ADER participation from Load Resource, Emergency Response Service, retail demand-response, and bilateral flexibility products because eligibility, telemetry, dispatch, and settlement requirements differ.

Choose the right pathway
Ask whether the proposed resource will participate as an ADER, Load Resource, ERS resource, retail program, or another arrangement. The label 'VPP' alone does not define the market product.
QSE and telemetry readiness
Wholesale participation may require a Qualified Scheduling Entity, validated premise data, telemetry, controls, and the ability to follow ERCOT instructions within the applicable model.
Avoid double counting
Confirm whether the same premises are enrolled in utility load-management, ERS, or other programs and whether simultaneous participation is permitted for the proposed service.
